In the summer of 2019, Hongkongers raised their umbrellas and walked the streets side by side. Seven years on, the umbrellas have not fallen — and we still walk together.

本集会は、世界各地で行われる「雨傘不倒・並肩同行(傘は倒れない、肩を並べて)」24時間リレーアクションに連帯し、アメリカ・イギリスなどの香港人と同時に、2019年反修例運動の7周年を記念します。

This assembly stands in solidarity with the global “Umbrellas Never Fall, We Walk Side by Side” 24-hour umbrella relay, commemorating the 7th anniversary of the 2019 movement alongside Hongkongers in the US, UK and beyond.

We also call on the Japanese government to introduce a foreign-agent registration scheme and to close the Hong Kong ETO, which risks becoming a nest for espionage.

The Assembly of Citizens’ Representatives, Hong Kong, on this 26th day of January 2026, commemorates the 185th anniversary of the founding of Hong Kong as a port, acknowledges the history of the Hong Kong nation during British colonial rule, a history built upon the dedicated efforts and active contributions of the HongKonger themselves in constructing their permanent home, and expresses the earnest hope that Hong Kong may soon be liberated from secondary colonization by the Chinese Communist Party.
National self-determination brooks no delay.

英政府今天公然背棄由下而上的地方民主,為中共「超級大使館」開綠燈。香港公民代表會議 堅決反對。Keir Starmer不應倚賴「邪惡資金」為英國爭取經濟增長。中國長期透過購買受制裁原油與提供監控技術,已成為伊朗政權的重要經濟生命線。當全球都為勇敢的伊朗人民哀痛之際,英政府絕不可因經貿計算,而獎勵暴政。

We refuse the false trade‑off between UK’s national security and “bluffed” economic gains. Keir Starmer should not make the UK dependent on “evil money” linked to regimes that brutalise their own people. China is a vital economic lifeline for Iran’s rulers—buying sanctioned oil and supplying surveillance tech. While the world is mourning for the courageous Iranians now, Starmer must not further reward such China’s support on the Iran regime.

The UK Parliament and the UN has found genocide & crimes against humanity against Uyghurs in China. China has also breached the Sino‑British Joint Declaration, completely destroying “one country, two systems” and Hong Kong’s freedoms. We, Hong Kongers, know what transnational repression looks like in Britain: from the assault on a protester at the Manchester consulate to bounties targeting UK‑based activists. Granting a mega‑embassy in the heart of London will only embolden that behaviour.

Statement from Assembly of Citizen Representatives, Hong Kong (ACRHK) following the 17 January Anti China’s Mega-Embassy protest

Yesterday, 17 January 2026, nearly 1500 people gathered at Royal Mint Court, London to protest against the proposal to build China’s mega‑embassy on this historic site. Participants included Hongkongers, Tibetans, Uyghurs, people from Myanmar, Ukrainians, Chinese dissidents in the UK, and many local British residents who oppose the plan.

ACRHK stands in full support of this protest. We share the deep concerns that a “super‑embassy” of this scale could become a major hub for surveillance, enabling transnational repression against dissidents living in the UK. We are also worried about the broader national security risks this project may pose to Britain. More importantly, we, a group of former Hong Kong district councillors and legislative councillors, firmly believe in bottom‑up democracy. The Tower Hamlets Council has already rejected this planning proposal twice. It is deeply troubling that the Labour government moved to overturn the local decision shortly after officials visited China a year ago. This raises serious questions about transparency, accountability, and whose interests are being prioritised.

During yesterday’s demonstration, members of ACRHK and fellow Hong Kong protestors prepared to project messages onto the walls of Royal Mint Court—highlighting the dangers of the embassy plan and calling for freedom for Jimmy Lai. Police intervened, preventing the projection. Protestors then built a mobile cardboard wall to carry out their action, yet for a long period police also stopped them from projecting even onto their own materials. Only after protestors began projecting messages onto their own bodies, and local media learned of the incident, did the police finally allow the use of the temporary cardboard screen.
Projection is an entirely peaceful form of expression.
It is absurd and worrying that the police appeared to prioritise protecting the interests of the Chinese authorities over safeguarding people’s freedom of speech in the UK. Preventing protestors from projecting onto their own property crosses a line and must be questioned.

We were encouraged to see British politicians from across different parties speaking at the protest. With the supposed deadline for the UK government’s announcement on this planning decision approaching on 20 Jan, we await the outcome closely.

Should the embassy proposal be approved, ACRHK, together with other Hong Kongers across the UK, stands ready to support Tower Hamlets residents in crowdfunding for a Judicial Review. We will continue defending democratic principles, community autonomy, and the safety of those targeted by the regime of the Chinese Communist Party.

1 月17 日反對中共超級大使館行動後 —— 香港公民代表會議 聲明

2026年1 月 17 日,約1500名示威者於倫敦 Royal Mint Court(皇家鑄幣廠) 集會,反對中共政府在當地興建「超級大使館」。參與者包括:在英港人、藏人、維吾爾人、緬甸人、烏克蘭人、中共異見人士,以及反對此計劃的英國本地居民。

香港公民代表會議全力支持今次示威,因為我們預料到中共會如何使用「超級大使館」作為大型監控中心,對流亡海外的異見人士進行跨國打壓,亦擔心此工程會為 英國國家安全帶來嚴重風險。更重要是 ,我們這班前香港區議員及立法會議員,堅定支持由下而上的民主精神。Tower Hamlets 區議會曾兩度否決此項計劃,但英國工黨政府於去年訪華後,竟然推翻地方決定,使英國現任政府之透明度及問責性備受質疑。

昨日集會中,香港公民代表會議成員連同其他香港示威者原本計劃於 Royal Mint Court 外牆投影關於中共大使館計劃問題之訊息,以及要求釋放黎智英之影象,但警方介入阻止。示威者其後用紙皮自製流動投影屏幕,警方卻依然在一段很長時間內阻止他們投影於自攜物料上。直到示威者將訊息投影喺自己身上(人牆),而且把事件告知本地媒體後,警方才肯放行,允許使用紙皮作投影屏幕。

以投影方法作示威媒介,乃非常和平及常見的表達方式。英國警方如此過度保護中共官方利益、甚至連示威者投射於自身物品上都要阻撓,實在荒謬,亦明顯阻礙公眾的表達自由。

昨日集會中,亦有來自 英國不同政黨 的議員亦到場發言,反對計劃。我們現時正密切留意英國政府會於 1 月 20 日,對中共超級大使館計劃作出甚麼決定。如果最終中共超級大使館計劃被放行,香港公民代表會議會連同在英港人,全力支持 Tower Hamlets 居民啟動支援司法覆核的眾籌行動,繼續捍衛民主自治、社區利益,並保障被中共極權針對的人士之安全和自由。

2025年12月15日下午二時,本會以傳閱文件方式通過以下動議:

就黎智英案《國安法》定罪之譴責聲明

香港公民代表會議對香港共產政權法庭於2025年12月15日裁定蘋果日報創辦人黎智英先生「串謀刊印煽動刊物」及「串謀勾結外國勢力危害國家安全」全部罪名成立,表達最強烈的譴責。此判決是對新聞自由及言論自由的公然踐踏,標誌著「一國兩制」的徹底終結。

黎智英先生自2020年12月被捕至今已被政權非法拘禁逾五年,其中超過1,800日處於單獨囚禁狀態。年逾78歲的黎先生在缺乏適切醫療照顧下健康急速惡化。黎先生所「犯」之「罪」,不過是作為一名新聞人履行其天職:報道真相、批評不公、為香港人發聲,以及作為一名香港公民及英國公民行使其基本權利:與外國官員交流、表達政治意見、倡議國際社會關注香港人權狀況。

判詞將黎先生對極權政權的合法批評曲解為對中共的「深刻怨恨和仇視」,將其對民主自由的堅守污蔑為「即使犧牲香港人利益」也要推翻中共的「陰謀」。此等顛倒黑白的論述,實為港共政權打壓異見的政治工具。真正犧牲香港人利益的,從來不是黎智英,而是撕毀《中英聯合聲明》、摧毀「一國兩制」、褫奪香港自決權,並將香港從自由城市淪為警察國家的中共及港共政權。

本會在此強烈譴責港共政權及中共政權:

I.      以「煽動」罪名打壓新聞自由。將對政府的批評報道定性為「煽動」,使任何獨立新聞報道均成為刑事罪行。法庭認定蘋果日報161篇文章具「煽動性」,其中包括對警暴的批評、對《國安法》的質疑、對政府政策的異議——這些在任何自由社會均屬受保障的新聞活動。此判決宣告香港新聞自由的正式死亡。

II.    以「勾結」罪名剝奪公民的國際交往權利。將與外國政要會面、在國際媒體發表意見、支持外國人權立法、聘請國際顧問等正常公民活動,一律定性為「請求制裁、封鎖或敵對行動」。此等寬泛詮釋使任何形式的國際倡議均屬犯罪,實質上剝奪了香港人與國際社會交往的一切權利。

III.   以脅迫取得的證詞作為定罪依據。控方主要依賴五名已認罪的「從犯證人」作供。其中李宇軒先生在試圖離港時於中國大陸水域被截獲,在中共當局拘押後移交香港,並在庭上承認「被捕是無可避免的」。在中共司法體系缺乏獨立性和公正性為國際社會廣泛認知的情況下,此等證詞的取得過程嚴重違反程序公義。

IV.  以「國家安全」為名摧毀法治。本案由國安法指定法官審理、不設陪審團、採納極度寬泛的法律詮釋、依賴來源可疑的證詞。蘋果日報在未經正式定罪前即遭資產凍結被迫結業。此等做法徹底偏離香港普通法傳統,使香港的法治精神蕩然無存。

本會呼籲國際社會:

一、依據《全球馬格尼茨基人權問責法》或同等立法,對參與本案調查、檢控及審判的港共官員、執法人員及法庭人員:包括但不限於國安法指定法官杜麗冰、李素蘭及李運騰等人,實施經濟制裁及入境限制。

二、發表正式聲明譴責此判決,明確指出其違反《中英聯合聲明》及《公民權利和政治權利國際公約》,召見中國及香港駐當地外交及經貿代表表達嚴正關注,並在聯合國人權理事會及其他國際場合提出香港人權狀況議題。

三、要求中國政府立即釋放黎智英先生及所有政治犯,並為黎先生提供適切的醫療照顧。

四、向國際企業發出風險警示,提醒在港營商的政治及法律風險,並要求在港金融機構履行人權盡職調查責任。

五、加強對面臨跨境打壓的香港人之保護,為因政治原因離港的香港人提供庇護及支援。

我們絕不承認港共法庭對本案的判決。作為一名無懼強權的香港公民,黎智英先生在這案中表現了作為香港新聞自由的捍衛者的精神。在黑暗籠罩香港的今日,我們將繼續與黎先生及所有政治犯站在一起,聯同海外香港人社群及國際盟友,持續在全球各地為香港的民主、自由與法治倡議,直到重光之日。

Statement Condemning the NSL Conviction of Jimmy Lai

The Assembly of Citizens’ Representatives, Hong Kong (ACRHK) issues its strongest condemnation of the verdict delivered on 15 December 2025 by the Hong Kong-Communist regime’s court, finding Apple Daily founder Mr. Jimmy Lai guilty of “conspiracy to publish seditious publications” and “conspiracy to collude with foreign forces to endanger national security.” This verdict represents a brazen assault on press freedom and freedom of expression, marking the complete termination of “One Country, Two Systems.”

Mr. Jimmy Lai has been unlawfully detained for over five years since his arrest in December 2020, with more than 1,800 days spent in solitary confinement. The 78-year-old Mr. Lai’s health has reportedly deteriorated rapidly due to inadequate medical care. Mr. Lai’s “crimes” amount to nothing more than fulfilling his duty as a journalist: reporting the truth, criticizing injustice, and speaking for Hong Kong people, and exercising his fundamental rights as a Hong Kong and British citizen: engaging with foreign officials, expressing political opinions, and advocating for international attention to Hong Kong’s human rights situation.

The verdict distorts Mr. Lai’s legitimate criticism of an authoritarian regime into “deep-seated resentment and hostility” toward the CCP, and smears his commitment to democracy and freedom as a “conspiracy” to overthrow the CCP “even at the expense of Hong Kong people’s interests.” This Orwellian narrative serves as a political tool for the Hong Kong-Communist regime to suppress dissent. It has never been Jimmy Lai who has sacrificed Hong Kong people’s interests, but rather the CCP and Hong Kong-Communist regime that tore up the Sino-British Joint Declaration, destroyed “One Country, Two Systems,” deprived Hong Kong of its right to self-determination, and transformed Hong Kong from a free city into a police state.

The Assembly hereby strongly condemns the Hong Kong-Communist regime and the Chinese Communist regime for:

I.      Suppressing press freedom under the guise of “sedition.” By characterizing critical reporting of the government as “seditious,” any independent journalism becomes a criminal offense. The court found 161 Apple Daily articles to be “seditious,” including criticism of police brutality, questioning of the National Security Law, and dissent against government policies, which are activities protected in any free society. This verdict pronounces the formal death of press freedom in Hong Kong.

II.    Depriving citizens of their right to international engagement under the charge of “collusion.” By uniformly characterizing meetings with foreign dignitaries, expressing opinions in international media, supporting foreign human rights legislation, and hiring international consultants as “requesting sanctions, blockade, or hostile activities,” this expansive interpretation criminalizes any form of international advocacy, effectively stripping Hong Kong people of all rights to engage with the international community.

III.   Using coerced testimony as the basis for conviction. The prosecution primarily relied on five “accomplice witnesses” who had pleaded guilty. Among them, Mr. Andy Li was intercepted in PRC waters while attempting to leave Hong Kong, detained by CCP authorities before being transferred to Hong Kong, and admitted in court that his “arrest was inevitable.” Given the internationally recognized lack of independence and impartiality in the CCP’s judicial system, the procurement of such testimony severely violates procedural justice.

IV.  Destroying the rule of law in the name of “national security.” This case was tried by NSL-designated judges without a jury, adopted extremely broad legal interpretations, and relied on testimony of questionable provenance. Apple Daily’s assets were frozen before any formal conviction, forcing its closure. Such practices completely deviate from Hong Kong’s common law tradition, leaving the spirit of the rule of law in ruins.

The Assembly calls upon the international community to:

1. Impose economic sanctions and travel restrictions under the Global Magnitsky Human Rights Accountability Act or equivalent legislation on Hong Kong-Communist officials, law enforcement personnel, and court officials involved in the investigation, prosecution, and trial of this case, including but not limited to NSL-designated judges Esther Toh, S. D’Almada Remedios, and Alex Lee.

2. Issue formal statements condemning this verdict, explicitly noting its violation of the Sino-British Joint Declaration and the International Covenant on Civil and Political Rights; summon Chinese and Hong Kong diplomatic and trade representatives to express grave concern; and raise Hong Kong’s human rights situation at the UN Human Rights Council and other international forums.

3. Demand the immediate release of Mr. Jimmy Lai and all political prisoners by the Chinese government, and ensure Mr. Lai receives adequate medical care.

4. Issue risk advisories to international businesses warning of political and legal risks of operating in Hong Kong, and require financial institutions in Hong Kong to fulfill human rights due diligence responsibilities.

5. Strengthen protection for Hong Kong people facing transnational repression, and provide asylum and support for those who have left Hong Kong for political reasons.

We categorically refuse to recognize the Hong Kong-Communist court’s verdict in this case. As a Hong Kong citizen who fears no tyranny, Mr. Jimmy Lai has demonstrated in this case the spirit of a defender of Hong Kong’s press freedom. As darkness descends upon Hong Kong, we will continue to stand with Mr. Lai and all political prisoners, working alongside overseas Hong Kong communities and international allies to advocate for Hong Kong’s democracy, freedom, and rule of law across the globe, until the day of liberation.

The Assembly of Citizens’ Representatives, Hong Kong passed the following motion on 7 December 2025: Disavowal of the Puppet “Legislative Council” Election Held on 7 December 2025 (English version at the bottom)

鑒於本會議由二○一九年十一月二十四日香港區議會選舉產生之民選議員組成,該選舉錄得香港歷史上最高投票率(71.23%),獲近三百萬選民授權,代表香港公民之真正民意;

鑒於二○一六年香港立法會選舉錄得自主權移交以來最高投票率(58.28%),共2,202,283名選民投票,充分體現香港人對民主自由之堅定追求;

鑒於香港人民依據《公民權利和政治權利國際公約》第一條享有自決權,有權自由決定其政治地位,自由謀求其經濟、社會和文化發展;

鑒於一九八四年《中英聯合聲明》乃中國與英國就香港前途進行之談判,香港人民從未獲諮詢,遑論授權,而一九九七年之主權移交亦從未經香港人民以公投或其他民主程序表達同意,加之中國於一九七二年促使聯合國將香港從殖民地名單中剔除,剝奪香港人民依據聯合國非殖民化程序行使自決權之機會,此等行為本身即屬對香港人民自決權之根本侵犯;

鑒於中國共產黨政權於二○一七年六月三十日透過其外交部發言人公開宣稱《中英聯合聲明》「作為一個歷史文件,不具有任何現實意義,對中國中央政府對香港特區的管理也不具備任何約束力」,此舉不僅單方面廢棄其國際條約義務,更印證該政權從未真誠履行其對香港人民之承諾,致使香港之憲制基礎蕩然無存,香港人民自此處於被非法佔領之狀態;而國際法院於查戈斯群島諮詢意見(2019年)中確認,從聯合國非自治領土名單中除名並不消滅相關人民之自決權;

鑒於中國共產黨政權於二○二一年三月強行修改香港選舉制度,設立「資格審查委員會」審查候選人之「愛國」立場,將直選議席由三十五席削減至二十席,並授權由北京控制之選舉委員會選出四十名議員,從根本上剝奪香港人之選舉權與被選舉權;

鑒於二○二○年原定之立法會選舉被以疫情為由取消,其後全國人民代表大會常務委員會逕自決定延長第六屆立法會任期,此舉繞過香港人民之民主授權,而延任期間民主派議員或遭取消資格或總辭抗議,使該屆立法會喪失任何民意代表性;又鑒於二○二一年十二月十九日舉行之所謂「立法會」選舉乃「愛國者治港」框架下首次選舉,投票率僅30.2%,創香港立法機關選舉歷史新低,充分證明該制度遭香港人民唾棄;

鑒於登記選民人數由二○二一年之447萬人銳減至二○二五年之413萬人,減幅達33萬人,此乃傀儡政權大規模取消選民資格及香港人因暴政而被迫流亡海外之明證;而二○二五年傀儡「立法會」選舉之總投票人數(1,317,682人)較二○二一年(1,350,680人)再減少32,998人,傀儡政權所宣稱之投票率「上升」實為選民基數萎縮之統計假象;

鑒於與香港民主時代相比,二○一六年立法會選舉投票人數為2,202,283人(投票率58.28%),二○一九年區議會選舉投票人數為2,943,842人(投票率71.23%),而「愛國者治港」框架下之傀儡選舉投票人數僅及民主時代之半數,充分證明該制度全無民意認受;

鑒於民主派候選人已被全面排拒於選舉之外,現時所謂「立法會」九十席全數由親北京建制派把持,形同橡皮圖章,喪失任何制衡功能;

鑒於本會議作為香港最後一屆具民意授權之民選代表機構,有責任為海外香港公民及在港被迫噤聲之香港公民發聲,捍衛香港人之基本權利與自由,並向國際社會闡明香港之真實民意;

本會議議決:

一、不承認二○二五年十二月七日舉行之所謂「立法會」選舉為合法、公正或具代表性之選舉,並宣布該選舉及其結果為無效;

二、宣布自二○二○年延任之第六屆立法會、二○二一年十二月十九日選出之所謂「立法會」,以及二○二五年十二月七日選出之所謂「立法會」均為非法機構,不具任何民意授權,其通過之任何法律或決議對香港人民均無約束力;

三、重申香港人民依據國際法享有與生俱來、不可剝奪之自決權,有權自由決定其政治地位及政治制度;鑒於一九八四年《中英聯合聲明》從未獲香港人民授權,一九九七年主權移交從未經香港人民同意,且中國共產黨政權已於二○一七年單方面宣布該聲明為無約束力之「歷史文件」,香港人民之自決權從未正當行使,該權利至今完整無損,香港之政治前途須由香港人民透過真正民主程序(包括公民投票)自行決定;

四、呼籲國際社會不承認該傀儡「立法會」及其選舉結果,拒絕與該非法機構進行任何形式之官方往來;

五、呼籲各國政府對參與壓制香港民主及侵犯人權之官員及實體實施針對性制裁,包括資產凍結及入境禁令。

Whereas this Assembly is constituted by democratically elected representatives from the Hong Kong District Council elections held on 24 November 2019, which recorded the highest voter turnout in Hong Kong’s history (71.23%) with nearly three million voters, representing the genuine will of Hong Kong citizens;

Whereas the 2016 Hong Kong Legislative Council election recorded the highest voter turnout since the handover (58.28%), with 2,202,283 voters casting ballots, fully demonstrating the unwavering pursuit of democracy and freedom by the people of Hong Kong;

Whereas the people of Hong Kong possess the right to self-determination under Article 1 of the International Covenant on Civil and Political Rights (ICCPR), entitling them to freely determine their political status and freely pursue their economic, social and cultural development;

Whereas the 1984 Sino-British Joint Declaration was a negotiation between China and the United Kingdom concerning Hong Kong’s future, conducted without consultation with, let alone authorisation from, the people of Hong Kong, and whereas the 1997 transfer of sovereignty was never subject to a referendum or any democratic process to obtain the consent of the Hong Kong people, and whereas China in 1972 procured Hong Kong’s removal from the United Nations list of Non-Self-Governing Territories, thereby depriving the people of Hong Kong of the opportunity to exercise their right to self-determination through UN decolonisation procedures, such acts constituted a fundamental violation of the right to self-determination of the people of Hong Kong ab initio;

Whereas the Chinese Communist Party regime, through its Ministry of Foreign Affairs spokesperson on 30 June 2017, publicly declared that the Sino-British Joint Declaration, “as a historical document, has no practical significance and has no binding force on the Central Government’s governance of the Hong Kong SAR,” thereby not only unilaterally abrogating its international treaty obligations, but also confirming that the regime never genuinely intended to honour its commitments to the people of Hong Kong, rendering Hong Kong’s constitutional foundation null and void, and placing the people of Hong Kong under a state of unlawful occupation;

and whereas the International Court of Justice in its Chagos Archipelago Advisory Opinion (2019) confirmed that removal from the United Nations list of Non-Self-Governing Territories does not extinguish the right to self-determination of the people concerned;

Whereas the Chinese Communist Party regime forcibly amended Hong Kong’s electoral system in March 2021, establishing a Candidate Eligibility Review Committee to vet candidates’ “patriotic” stance, reducing directly elected seats from 35 to 20, and empowering a Beijing-controlled Election Committee to select 40 members, fundamentally depriving Hong Kong people of their rights to vote and to stand for election;

Whereas the originally scheduled 2020 Legislative Council election was cancelled ostensibly due to the pandemic, and subsequently the Standing Committee of the National People’s Congress unilaterally decided to extend the term of the sixth Legislative Council, bypassing the democratic mandate of the Hong Kong people, and during this extended term pro-democracy legislators were either disqualified or resigned in protest, rendering that Legislative Council devoid of any democratic representation; and whereas the so-called “Legislative Council” election held on 19 December 2021 was the first election under the “Patriots Governing Hong Kong” framework, recording a turnout of merely 30.2%, the lowest in the history of Hong Kong’s legislative elections, conclusively demonstrating the people’s rejection of such system;

Whereas the number of registered voters has plummeted from 4.47 million in 2021 to 4.13 million in 2025, a decrease of 330,000, evidencing the puppet regime’s mass disqualification of voters and the forced exodus of Hong Kong people fleeing tyranny; and whereas the total number of votes cast in the 2025 puppet “Legislative Council” election (1,317,682) further declined by 32,998 compared to 2021 (1,350,680), the puppet regime’s claimed “increase” in turnout rate is merely a statistical illusion resulting from the shrinking voter base;

Whereas in comparison with Hong Kong’s democratic era, the 2016 Legislative Council election recorded 2,202,283 votes (58.28% turnout) and the 2019 District Council election recorded 2,943,842 votes (71.23% turnout), while the puppet elections under the “Patriots Governing Hong Kong” framework have attracted only half the votes of the democratic era, conclusively demonstrating the complete absence of public mandate for such system;

Whereas pro-democracy candidates have been comprehensively excluded from standing for election, with all 90 seats in the so-called “Legislative Council” now controlled by the pro-Beijing establishment, rendering it a rubber stamp devoid of any checks and balances;

Whereas this Assembly, as the last democratically mandated elected representative body of Hong Kong, bears the responsibility to speak for Hong Kong citizens overseas and those in Hong Kong who have been silenced, to defend the fundamental rights and freedoms of Hong Kong people, and to articulate the true will of the people to the international community;

This Assembly resolves that:

1. This Assembly does not recognise the so-called “Legislative Council” election held on 7 December 2025 as a legitimate, fair, or representative election, and declares such election and its results null and void;

2. This Assembly declares that the extended sixth Legislative Council from 2020, the so-called “Legislative Council” elected on 19 December 2021, and the so-called “Legislative Council” elected on 7 December 2025 are all illegitimate institutions devoid of any public mandate, and that any laws or resolutions passed by them shall have no binding force upon the people of Hong Kong;

3. This Assembly reaffirms that the people of Hong Kong possess an inherent and inalienable right to self-determination under international law, entitling them to freely determine their political status and political system; whereas the 1984 Sino-British Joint Declaration was never authorised by the people of Hong Kong, the 1997 transfer of sovereignty was never consented to by the people of Hong Kong, and the Chinese Communist Party regime unilaterally declared the Declaration a non-binding “historical document” in 2017, the right to self-determination of the people of Hong Kong has never been properly exercised and remains intact, and Hong Kong’s political future must be determined by the people of Hong Kong themselves through genuinely democratic processes, including a referendum;

4. This Assembly calls upon the international community to refuse recognition of the puppet “Legislative Council” and its election results, and to refrain from any form of official engagement with such illegitimate institution;

5. This Assembly calls upon governments worldwide to impose targeted sanctions, including asset freezes and travel bans, against officials and entities involved in the suppression of democracy and violation of human rights in Hong Kong.
