香港公民代表會議(下稱本會)在二○二四年五月五日以傳閱文件方式通過了以下動議:
本會恭喜曾任香港區議員的吳兆康議員,於二○二四年五月三日舉行的英國地方議會選舉中,在Wokingham地區Maiden Earley & Whitegate選區中得到廣大選民支持,成功當選Wokingham Borough Council 議員,繼續代表當區選民及香港人社群,為民請命。

Congratulations to Councillor Andy NG Siu-hong on being elected as a councilor for the Wokingham Borough Council
The Assembly of Citizens’ Representatives, Hong Kong (hereinafter referred to as “the Assembly”) adopted the following resolution via circulated documents on 5th May, 2024:
The Assembly of Citizens’ Representatives, Hong Kong, congratulates former Hong Kong district councilor Andy NG Siu-hong on receiving broad support in the Maiden Earley & Whitegate ward of the Wokingham area in the UK local council elections held on May 3, 2024. He was successfully elected as a councillor for the Wokingham Borough Council, continuing to represent the local voters and the Hong Kong community, advocating for the people’s rights.

Joint Statement of 24 US Hong Kong Advocacy Organizations on Biden Administration’s Initial Response to Hong Kong’s Article 23 National Security Law
The APAC Committee, Assembly of Citizens’ Representative, Hong Kong joined 23 other Hong Kong advocacy organizations and community groups in a joint statement following the Biden Administration’s inadequate and concerning response to Article 23 in Hong Kong.
We call on the Biden Administration to:
1. Use the authority already provided by Congress to impose sanctions against those responsible for passing, implementing, and enforcing the Article 23 NSL.
2. Offer safe haven in the U.S. to dissidents fleeing the regime.
We call on the Congress to:
1. Bring the HKETO Certification Act (H.R. 1103/S. 490) to the floor for a vote. The legislation has passed both the House Foreign Affairs Committee and the Senate Foreign Relations Committee with overwhelming bipartisan support.
2. Advance the Hong Kong Sanctions Act (H.R. 6153/S.3177) and the Transnational Repression Policy Act (H.R. 3654/S.831) in order to further deter Beijing’s repression.

本會強烈譴責香港共產政權及其所不代表香港公民意志的自稱立法機構,通過毫不尊重公民意志的《基本法》第二十三條立法,踐踏香港的法治精神及香港公民的人權,並企圖透過立法影響在外香港人及外國人的人權及言論結社自由。

Public Statement on the Passage of Article 23 Legislation under the Basic Law by Hong Kong Communist Regime
The Assembly of Citizens’ Representatives, Hong Kong (hereinafter referred to as “the Assembly”) adopted the following resolution via circulated documents on 19th March, 2024:
The Assembly strongly condemns the Hong Kong Communist regime and its self-styled legislative body, which does not represent the will of Hong Kong citizens, for passing legislation on Article 23 of the Basic Law, which blatantly disregards the will of the people, tramples on the rule of law in Hong Kong, and violates the human rights of Hong Kong citizens. This legislation attempts to influence the human rights, freedom of speech, and freedom of association of Hong Kong people abroad and foreigners through legislation.

Response to the Hong Kong Communist Authority’s Labeling of Our Assembly as “Overseas Anti-China Organization”
On March 6, 2024, the Hong Kong Communist Regime’s Security Bureau submitted a document to its legislative body regarding the legislation of Article 23 of the Basic Law, pointing out that the position paper submitted by the Assembly of Citizens’ Representative, Hong Kong, together with eight other overseas civil organizations, constituted “opinions from anti-China organizations abroad,” and requested that those self-proclaimed legislators “consider the above background when considering opposing views.” Below attachment is the response passed by the Assembly of Citizens’ Representative, Hong Kong, through document circulation.
