《讓生者得到公義,願逝者得到安息》

香港公民代表會議就二○二五年十一月二十六日大埔宏福苑五級火災慘劇致哀動議

香港公民代表會議對於二○二五年十一月二十六日發生在大埔宏福苑奪走眾多寶貴生命的五級火災慘劇,致以最深切的痛惜與無盡的哀悼。此刻,我們心如鉛重,祈向所有受火災影響的香港人致以最深切的慰問,並向所有奮不顧身、堅守崗位的前線人員致以最高敬意。

這場災禍絕非天災,而是港共政府系統性無能(Systemic Incompetence)與管治失序的必然惡果。我們強烈譴責當局對於大廈維修工程的安全標準監管徹底失職。火勢沿著不符阻燃規範的竹棚網迅速蔓延,這證明了政權的執法懈怠與失誤,使市民的生命安全被輕易地犧牲。

當局將行政資源傾注於政治鬥爭與無謂的審查之上,卻對保障市民最基本的安全責任徹底棄守。這種政治凌駕於人命的威權模式,以及親中派組織及個人,包括但不限於部分政黨、自稱區議員、分區委員會及防火委員會成員等委任公職的同謀,對公共安全與工程利益的漠視,甚至在災難發生後仍不願承認責任,並企圖誣諉民主派人士及傳媒為災難幫凶等行為,正可顯示出導致這場悲劇的根源。

我們認為,這不僅是道德的淪喪,更是對全體香港人長遠利益和公義精神的徹底背叛。

然而,在混亂與悲痛之中,我們看見了公民社會不屈的良知與自救力量。從現場市民自發組成的人鏈救援,到社區網絡對受災者的即時支援,印證了民間互助的無可取代性。我們必須銘記,正是這些重要的公民社會組織,在過去幾年被政權系統性地摧毀和逼散。

值此沉痛時刻,我們呼籲全體海內外香港人,在即將舉行的所有集會或私人聚會中,都能安排莊嚴的默哀環節,不論地域,我們都是香港人,共同承擔這份傷痛。

我們要求成立獨立調查委員會徹查事件,讓生者得到公義,願逝者得到安息。在愛與公義中,我們會找到足以抵抗這個政權帶來的政治寒冬和公共災難的力量。

香港公民代表會議將繼續聯同海外香港人社群及盟友,在全球各地持續地為香港的法治與公義而奮鬥到底。

“Justice for the Living, Peace for the Departed” – Motion of the Assembly of Citizens’ Representatives, Hong Kong On the Wang Fuk Court Fire Tragedy 

The Assembly of Citizens’ Representatives, Hong Kong expresses its most profound sorrow and deepest condolences regarding the catastrophic five-alarm fire that occurred at Wang Fuk Court, Tai Po, on 26 November 2025, which claimed numerous precious lives. At this moment, our hearts are heavy with grief. We extend our sincerest sympathies to all Hong Kong people affected by this fire, and pay our highest respects to all frontline personnel who selflessly stood firm at their posts. 

This disaster was by no means a natural calamity, but rather the inevitable consequence of the systemic incompetence and governance disorder of the Hong Kong-Communist regime. We strongly condemn the authorities’ complete dereliction of duty in supervising safety standards for high-rise building maintenance works. The rapid spread of flames along bamboo scaffolding that failed to meet fire-retardant specifications demonstrates the regime’s negligent and deficient enforcement, through which the lives and safety of citizens were readily sacrificed. 

The authorities have channelled administrative resources into political struggles and pointless censorship, while utterly abandoning their most fundamental responsibility to safeguard citizens’ safety. This authoritarian model of politics taking precedence over human life, together with the complicity of pro-Beijing organisations and individuals—including but not limited to certain political parties, self-proclaimed district councillors, members of Area Committees and Fire Safety Committees, and other appointed public office holders—in their disregard for public safety and construction interests, their refusal to acknowledge responsibility even after the disaster occurred, and their attempts to falsely implicate pro-democracy figures and journalists as accomplices to the tragedy, reveals the very root causes of this calamity. 

We hold that this represents not merely a moral collapse, but a complete betrayal of the long-term interests and spirit of justice of all Hong Kong people. 

Yet amidst the chaos and grief, we have witnessed the unyielding conscience and self-rescue capacity of civil society. From the human chains spontaneously formed by citizens at the scene to conduct rescue operations, to the immediate support provided to victims through community networks, these actions attest to the irreplaceable nature of mutual aid among the people. We must remember that it is precisely these vital civil society organisations that have been systematically destroyed and dispersed by the regime over recent years. 

At this moment of profound sorrow, we call upon all Hong Kong people, both at home and abroad, to observe a solemn moment of silence at all forthcoming public gatherings or private assemblies. Regardless of where we are, we are all Hong Kong people, sharing together in this grief. 

We demand the establishment of an independent commission of inquiry to thoroughly investigate this incident, so that the living may obtain justice, and the deceased may rest in peace. In love and justice, we shall find the strength to withstand the political winter and public disasters brought upon us by this regime. 

The Assembly of Citizens’ Representatives, Hong Kong shall continue to work alongside overseas Hong Kong communities and allies, fighting to the end for the rule of law and justice in Hong Kong across the globe.
